CoC Competition update

The Springfield-Hampden County CoC local FY25 funding competition is currently paused. The previously-announced Dec. 15 deadline for submissions is no longer in effect.

The US Department of Housing and Urban development withdrew its FY25 CoC Notice of Funding Opportunity (NOFO) December 8, 2025. Because the local competition is in response to the HUD NOFO, the CoC has paused its competition.

HUD indicates that it will issue a new NOFO. Once a new NOFO is issued, the CoC will announce a new application deadline.

Resources for the CoC Competition

This year’s CoC competition allows for project types that have not been funded as new projects for a number of years. The competition also allows for transition grants to change from one program model to another.

Continuum of Care Annual Competition – opportunity to apply for funds

The CoC has released a Request for Proposals (RFP) seeking projects to include in its FY25 application to HUD for CoC funds. The CoC will consider applications for new Transitional Housing (TH) and Supportive Services Only (SSO) projects, as well as renewal applications for existing Permanent Supportive Housing (PSH), TH, and SSO -Coordinated Entry projects.

Applications will be submitted in the online Cognito portal, which can be accessed through links provided in the RFP. The deadline for applications is December 15, 2026 at 5 pm.

The CoC will provide the following Zoom meetings to learn more about this funding opportunity:

  • Technical assistance session for new applicants: Monday, December 1 at 3 pm
  • Q&A session for all applicants: Monday, December 8 at 4 pm

FY24 Continuum of Care Notice of Funding Opportunity (NOFO)

The Springfield-Hampden County CoC has released a Request for Proposals (RFP) seeking applicants for HUD CoC Program funds.

The CoC Program provides funding to programs that serve people who are homeless or who are fleeing/attempting to flee domestic violence. Allowable project types are permanent supportive housing (PSH), rapid rehousing (RRH), and joint transitional housing-rapid rehousing (TH-RRH). The program also funds coordinated entry. The RFP makes $856,872 in CoC Bonus funds available for new projects. Successful projects are eligible for annual renewal of funds.

Applications are due to the CoC by 5 pm on September 30, 2024.

CoC-Approved Application and Priority Listing Posted

The Continuum of Care Board of the Directors has voted to approve the CoC Application and Priority Listing. These documents are provided in the links below.

The application will be submitted to the US Department of Housing and Urban Development on September 28, 2023.

2023 CoC Competition Results

The CoC’s Scoring and Ranking Committee has completed its work. The results of the competition are below. All CoC renewal projects are accepted for funding, and the CoC has also accepted applications for two expansion projects: 775 Worthington St, which will add 36 units of permanent supportive housing, and expansion of the YWCA-Alianza TH-RRH, which will add 10 units of rapid rehousing specifically for survivors of domestic violence.

The ranking and amounts of each selected grant are:

These projects will be included in the CoC’s application to HUD, which must be submitted by September 28, 2023. Projects 1-13 are ranked in Tier 1, which we expect to be funded. Projects 14 and 15 are in Tier 2; these will be funded competitively, meaning that whether they will be funded is dependent on the CoC’s performance in the competition.

In addition to the projects submitted as part of the competition, the CoC will also submit its 4 Youth Homeless Demonstration Project (YHDP) grants to HUD as part of its application. HUD is renewing these grants non-competitively:

  • YHDP Coordinated Entry and Navigation, $293,319
  • YHDP Gandara TH-RRH, $225,318
  • YHDP CHD RRH, $571,268
  • YHDP MHA PSH, $147,982

The CoC will also submit grants to fund planning and administration:

  • CoC Planning Grant, $321,113
  • Unified Funding Agency (UFA) Grant, $192,668

CoC staff are assembling the full CoC Competiton Application, which will be posted here for public review no later than September 26, 2023.

Request for Proposals for FY23 CoC Competition

The CoC has released the Request for Proposals (RFP) for the FY23 CoC Competition.

Appendix A of the RFP provides the scoring tool, which indicates the factors that will be scored in the competition, and available point values.

The competition is for renewal, expansion and new projects that provide permanent supportive housing (PSH), rapid rehousing (RRH), transitional housing (TH), combination of transitional housing and rapid rehousing (TH-RRH), or supportive services only (SSO). There is a bonus amount of funds available only for projects that serve victims of domestic violence, dating violence, sexual assault, and stalking.

There are two parts to the required submission. Part 1 is an application in HUD’s esnaps system. Part 2 is the local application.

Applications are due by 5 pm on August 29, 2023.
